General Excellence:
No entries are required. General Excellence will be awarded to newspapers in each of the following areas: Reporting, Photography and Design within each circulation division. Point totals will accumulate for first, second and third places in each category in Reporting, in Photography and in Design and the top three newspapers in each division will be awarded General Excellence honors. Each first place award will count five (5) points; each second place award, three (3) points; and each third place award or certificate of merit, one (1) point in determining General Excellence winners.
